AB 540/SB 68

Overview

SB 68 expands AB 540 to enable students to count years spent at a California Community College (CCC) and Adult School towards AB 540 eligibility. Additionally, the bill will allows the completion of an associate degree or satisfaction of the minimum requirements to transfer to the University of California (UC) or California State University (CSU) to meet the degree or unit requirements. These new eligibility criteria expand possibilities for students educated in California to qualify for in-state tuition and state-based financial aid at CCCs, CSUs, and UCs. 
 
Who is Eligible?
Undocumented students, T and U visa holders, U.S. citizens, and lawfully present immigrants that meet eligibility criteria and apply. Individuals with international visas, visitor visas, or other "non-immigrant" statuses are not eligible to apply. 
 
What are the Requirements? 
To be considered for the nonresident tuition exemption under AB 540/SB 68, students must meet 2 requirements:
  1. Length of time and coursework completed per school; and 
  2. Degree completion, unit requirements, GED, or other
 
Requirements for AB 540/SB 68

In other words...

  • Attended a California high school for at least 3 years; or attained the equivalent of 3 years of credits from a combination of California K-12 schools; or the equivalent of 3 years of credits from a combination of a CA high school,  CA adult school (e.g. CACE) or CA community college
AND
  • Graduated from a California high school; or earned a General Equivalency Diploma (GED); or passed the High School Equivalency Test (HiSet)
